But yea, I'd likely completely ignore it. If you have an HOA and haven't gotten a letter, then no biggie.
Hopefully you find out who it was, then the fun can begin!!!

I will say it really does suck when you find the house of your dreams, great neighborhood and you have terrible neighbors to ruin it.

1st house was great, both neighbors bordering me were snowbirds, so I rarely saw them. Another one rented it out but sparingly so she was never there either. 2nd house was fine too, a younger couple with young kids that my boys loved, and then a middle aged couple, they were great too.
New house, to be determined!!!

No HOA at all, just live on a cul-de-sac in a nice (generally) quiet part of town. I've read up on City Ordinances. They have things where if you let your yard get overgrown they can come out and fine you and cut your lawn, but that's definitely not the case here.
I have a mower with a bagger on it. And, like I said, I do sweep the sidewalk off after mowing to catch the strays because there are lots of kids playing and riding bikes/scooters and I wouldn't want one to fall if they tried to stop right one some grass (plus, I'm not going to leave a bunch of grass around on the sidewalk when it takes 5 minutes to sweep up 20 feet of sidewalk). So their complaint isn't about random grass shooting everywhere, it's literally about what would amount to one handful that's leftover after I sweep.
I kind of feel bad for whoever it is. They clearly have some problems.

I probably wouldn't have been able to handle all the run on sentences in the conversation and it would have ended in a violent, bloody brawl. Wow.
You've got no legal obligation, so that's a non-issue. If you've met your neighbors, which is probably a good idea living in a cul-de-sac, then you can figure out which jackass it was pretty quick. In fact, you probably don't even have to bring up the letter, just find 1 that seems down to Earth and ask them who the resident dbag is.

The military just throws money around. We, as most FOBs, have a radar system that detects if we have incoming rockets or mortars. Their pitch was that it will sound the alarm on average of 11 seconds prior to impact. Today we received incoming and the arm went off 3 minutes AFTER impact. So how does this average out? Most rockets or mortars are taking less than 2 minutes to leave the rail or tube to impact. So I am guessing the alarm goes off when they take the rocket out of the truck or the mortar tube out of the trunk of a car to help this average out.
