Also, after a quick spot check, if you look at payroll compared to budget, you're probably in the top half of least % of budget reached.
I'm way under, but for me, there were no Type As remotely worth their contract AND the top 3 pick I would be giving up, so I'm not offering any big time contracts for that reason. Call it moneyball or whatever you want, I'm gonna make the decisions that I feel are best for my team, not just spend money for the sake of spending it.

you know that the first half of the first round of the draft is protected from Type A right? It is in the MLB, dunno about in OOTP.

Okay, let me resay that
the old rules in the MLB were top half 1st round was protected, ud lose a sandwich and I think 2nd rounder.
Now with the new cba, I believe Type A's, the team doesnt lose their pick, the type that lost the player gets the spot after slotted in
Ex
Yanks finish 30th, sign a type a, Baltimore picks 31st now.
Thats how theyre doing in the MLB. I think the 2nd is sweet. And Im sure it can be edited and done that way.

Norcal, sitting at 107 million, with 21 dudes on their roster, has 100 million left over. Clearly you're not using it all and all it's doing is driving up FA's asking prices

I really don't think you can make any kind of comment on this until FA is over. I'd bet people have ~30 million in FA offers out there. They probably also have 20 million that is marked only for extensions with no one to extend, so that will always sit unused.

Actually, this firts post is not updated completely. I only clicked on MAJOR TRANSACTIONS and not ALL TRANSACTIONS. I am going to the store then I will fix it.
