not 100% clear to me and i don't know the inner workings of the game at all but if i was to take a guess based on the description of the quality of that scout to me seems like that is if we had like a Japanese league or like a Dominican winter league set up and how the scout evaluates those players on those teams. thats how i've always played it and i have $0 in int'l scouting and i've never got an int'l prospect that i can recall (unless i don't know how to see them... but i've never got an email that i remember) and i'm fairly certain my scout has decent int'l ratings.Money spent on scouting players at any level who are in a different nation from this Scouting Director.
