Not sure how to figure how much the Bottom 15 Teams individually receive. I know it's based on their Total Staff + Player Expenses... If it was split equally, it would be $71,580,023. But it's not split equally. After doing this I'm to lazy to look it up, but my guess would be you get the amount that raises your payroll to the league average.
