How about this:
Player Contracts:
- Contracts are allowed to have 2 option years per contract
- Every team option year must include a buyout of at least 25% of that year's salary
- Max Dollars allowed on TEAM AND VESTING OPTIONS = No more than 25% GREATER of the average yearly salary of all guaranteed years
-Players 25 and under cannot be signed to any deal longer than 6 years max. The exception is if the player is in the FA pool.

What about player opt outs (not player options)? Any need to regulate those?

I don't think so because those are a HUGE risk to use. I've lost more guys on favorable contracts to those that you can shake a stick at.
