During his time, Kelly was the best or second best quarterback in the AFC, or possibly in the NFL (86-96). I think, at the least, you put him in the top 3 on a yearly basis for his career. Montana and Young span most of those years, but other than being accurate and consistent, were either of them much better than Kelly?
Meanwhile, McNabb may have had one or two standout seasons, but during his time (99-2011) was he consistently a top 3 or even top 10 qb? He's clearly behind Peyton and Brady. I'd say that statistically and in terms of his team's success (which quarterbacks are judged upon, right or wrong), he's barely in the top 10 or just outside the top 10 for the decade from 2000-2010. He is, unfortunately, a quarterback from a time when passing stats exploded and he's not among the best for that time. He also had very poor playoff success and a perception of an innacurate QB late in his career which will hurt him.
