I think Ill need one sim. I have offered contracts to my arbitration players. Give me one sim and ill be ready. I don't want to risk arb going through first before a contract offer is accepted.

Game date is 11/10, Arb hearings aren't until 12/1, a full 3 weeks away.

If you offer contracts now and export, then there's really no risk of arb going through before a player decided on a contract, they'll have 3 weeks.

Unless you mean you want to make an offer then have another sim to make a counter offer?

Yea I mean if you make the offer, and they either accept or go to are, then you're fine. It's almost a month for them to respond. If you don't plan to counter that offer, then just submit your offer, submit your arb # and you'll be fine. You'll get 1 or the other.
