You want to get rid of inactives, then I say go for it. But do it right. We don't need another Good Guys Wear Black scenario. It's difficult enough to get new guys.
You know exactly how this will play out.
League "Let's get rid of so and so"
Commish "Ok"
League "Here, I found a new guy"
So and so "Wait, wait. I'll be more active"
League and Commish "Ok"
