There are probably a few things that should be tweaked ...... but let me say this. Saying that having a good team and to keep them all you need to do is "win the ones your supposed to" is a little skewed.
"the ones your supposed to" can very likely be ALL your games. I don't care who you are or who you use that is a daunting task, and that is the reason that we never usually have more than 2 to 3 unbeaten BCS schools. This system could probably be adjusted a little here and there and I know a few of you who may want to spend the time painstakingly breaking it down (trendon).
If you want an easily attainable win goal on a game like the 09' edition take a bottom of the barrel. If you have the worst team in a BCS conference you should expect to get slapped around. That's life. I'm pretty sure EVERY school shoots for a bowl game IRL. I don't think its too much to ask here. There may be flaws but I don't believe that is one of them.

I say random draft every year, but thats just me.
That will go over about as well as my idea of making it really difficult to leave your team, even if you make your points. If I had time, I'd create a league with my insane system. It wouldn't work because people would either complain or start throwing games, but whatever.
Make Goal: In your first season, only 33% of the excess will be applied to your ratio; second-year 67%. In your third year, you can use 100%. It drives me insane that there is virtually no loyalty in these leagues. Now, I absolutely understand it and I do not fault anyone at all, but for obsessive stat-keepers like me, I cannot handle it, especially when the word dynasty is in the league name!
To balance that out, if you make your goal one season, you can miss it the next inversely. For instance, if you exceed your goal by 20%, you can miss it the following season by 20% without getting fired.
Miss Goal: You are fired. Die. People that missed goals are not capable of drafting a team - available or not - one full letter grade higher than their previous one.
That was/would be my nut plan. I always wanted a league where owners become associated with a college over x amount of years. Like Hoos, he would be known as Utah State because he sucks.

My love for NCAA is fading fast every day. Its like that girl in college you LOVE to hook up with, but always keep your options open in case something more fun comes along. You know she will be there, and will be a "solid" time but there are better options available for "SOLIDER" times.
My love for the NDL will never waiver. Its like those awesome pair of sneakers you have had since high school and will never part with.
Thats why I say screw it, lets get radical and go random draft every year.
