Too all of the coaches I played... wow... 11 freakin' responses on my report. Many props to you guys for being helpful. This is the first time I recall ever having every coach respond!

Highest coaching report ever and I lose my team because I have my lowest participation ever in the league.
I just cant get it right
In all honesty I slacked big time in voting and recaps and vow to better myself in 12'. Looking forward to the off season.

Phew!!!!
Due to slacking, I narrowly escaped the dubious distinction of the first league champ to lose his team.

It seems that our system is now inherently flawed (this is not a complaint or a gripe about personal scores at all so bear with me).
At the bottom of the points we have the following:
STATISTICS FOR COACHES REPORTS:
93.7 Mean aka League Average
97.5 Median aka the League Midpoint (score 60 out of 119)
100 Top 10 Percentile
100 Top 20 Percentile
99.3 Top 30 Percentile
98.2 Top 40 Percentile
80.0 Would be an average of all 4's
92.6 Bottom 20 Percentile
Previously in the sheet we're told that getting a 90 means average 4.5 across the board. But from the statistics you could also estimate that getting a 90 likely puts you in the bottom 10% in the league.
20% of the league is gettings all 5s on all games all year long. That's like 1/5 of a class of 119 students acing the exam. Either the exam was easy, or the criteria for grading isn't specific enough.
The median came out to 97.5 which corresponds to an average score of 4.875. This likely means you got 5s from 10 out of the 12 coaches you played an a mix of 4s and 5s from the other two. But if you got 5s from 9 coaches and a mix of 4s and 5s form the other 3 you'd find yourself staring up at more than half the league which would be ahead of you.
Finally, the fact that the mean is so far from the median means the bell curve is skewed away from the mid-point of the league and there were some exceedingly low scores to drag the mean down (i.e. the scores below the median were further from the median than the scores above it). But that is what happens with a top heavy scoring system.
Are we down to actually not having any value in the score but hoping to get some kind of response in the comments themselves?
The only solution I can think of is expanding the scoring range. When you do this you allow for more differentiation and specification. Someone that was "all 5s" might become a mix of 9s and 10s instead. Hell, you could go 1-100 if you wanted.
In any case, it isn't like the system is completely broken. We clearly have a good community and the process of weeding out the bad and keeping the good has worked.
But I'm a numbers guy, like some of you here are as well, and numbers like this just make me scratch my head and say something isn't right with something.

Summary: Most people are giving all 5s, so coaches report points are free points. Make it tougher.
I'd like to see a bit more variation dak, but you also have to consider the more we play, the more likely we are to understand what we can/can't do to keep our reports high. You make the comment about X% of people being perfect on the exam... well that's going to start happening when you're taking the exam 3x a year for quite a few years.

So when are draft declarations actually due and where will we send them?

I concur.
However, if the performances keep getting better, then I'd adjust the standards to continue to raise the levels of excellence. I guess I don't consider the exam as the same every year. Clearly we've weeded out the bad so we've got the good, but the good don't get better if you just tell them how great they are all the time.
We're beyond worrying about "cheesy play" here, I would think.
People know how to play straight, but what is the next step? Is it realism?
The old comments used to be "passes every down" or "runs every down" for the people that ran true-style offenses. I think those have slowly died down as people came to accept that is realistic. Should the new comments be "runs almost every down mixing up the playcalls, but 1st string running back had 33 out of 34 carries and the only other carry was the quarterback on a broken pass play, should mix in back-up players for more realism"?
Anyway, just spitballing ideas here. Maybe we don't need to improve, but it'd be hard to convince me that we have reached football nirvana so quickly.

keep in mind dak, the ultimate goal for the league would be to have everyone have 100% on coaches reports...then the variation from one coach to another would be based strictly on "on the field performance" (also keeping in mind the goal for particpation is 100%)
I hear what you're saying about the numbers and for a numbers guy it just doesnt look right..but you can throw out medians and means for what we're trying to accomplish. (an no bell curve)
We want all coaches who play the game "in the best way possible in adherence to the spirit and rules of ndl", to be on a level population.
a coach who is not there, is unfortunately negatively reinforced with a low score as the attempt to improve the score (and way they play)
we are NOT trying to reward guys for playing the right way...or reward somone more than someone else if they are at the same "level" or trying to distinguish a difference in their play to assign the most accurate score possible.
hope that explains why it is what it is and is actually what we're trying to accomplish

not your fault but this would be the crack in the foundation of your "argument"
while we are better as a group and top heavy...we still address gameplay issues for 10-15% of the league..at least
which is more than enough to warrant the current system being in place more as a rehabilitiave function than a growth and inspire one
