The only thing that I see that may be an issue is the 1024 bitrate. While that is good in theory, many people's Internet connection may result in that kind of bit rate continuously pausing as it has to keep buffering the video.
I know with flash files though, you can do more than normal.

Also in advance settings:
Profile: Baseline
Level: 2.1
Key frame frequency: 5 seconds
I might tweak with these settings to see if that smooths up anything.
The other thing that might be helping him is camcorder via firewire vs usb webcams but my stream yesterday seemed to do okay so I'll experiment and update the guide if I figure out anything.

From what I can tell, with a webcam I still have to use 5.1 and Main, plus I made a mistake his was set to Main not Baseline. I will have to play around with mine too.
Using the flash encoder may be helping to smooth things out too and may be making 200 bit rate look better than just going through justin.tv and choosing the webcam broadcasting option.
Let me know what you come up with though.
We can broadcast to each other too so we can see what each other's looks like and give feedback as we tweak it.
I don't know about the usb camcorder but here's two videos trying different video settings with a webcam. I can't tell much difference between them but it looks like vp6 might stream smoother. Under Video Format you can either choose H.264 or Vp6. In the guide I had H.264 but I have been reading more today about how Vp6 might give better quality. You can make the choice for yourself.
