Then, when half of the teams in the league have (just as an example) the Dominican Republic checked as an international scouting location, how does the game engine decide which scout finds a player there first? The game generates the player to be found, but only one team "finds" him and has a 14 day window to sign him before he hits free agency. Logically speaking, a scout better at international scouting would find him first. The scout also only notifies the GM if he feels the team should sign the player, so some scouts, who are poor at international scouting, may not feel the player has value and "pass" on the player.
We only use international scouting for finding players and the 10 guys at the end of the season that come over from other leagues. It makes much more sense that international scouting ability impacts both their accuracy in rating an international player and their ability to find them than only the former.

When your scouting team uncovers some talent abroad, they will send you a message like this one:
However, when scouting internationally, there is also a possibility that your scouting team will turn up a "hidden player," someone from abroad who other teams are not yet aware of. When this happens, you will have a chance to sign the player before any other team.
