Oh well, I couldn't find anything about 60 day and rule 5. All I could find was that they could be taken off the 40 man roster if on 60 day DL, to me that means they are no longer protected.
I'm done with rule 5.

I will be gone till Saturday evening.
Maybe Sunday we can do that Corey?
It is not a normal sim and can be done at any time, but usually takes an hour or two once you click start.
