Announcing Changes/Adjustments to Budgets - OOTP
Good day gentleman and nick
It is my pleasure to stand before you as co-commish for the first time and bring forth changes to our revenue model. I am making this decision independent of Trendon as he will be negatively affected by its affect. I believe the change will improve competition and restore fiscal responsibility.
Background:
When we made the change to OOTP12, there where several "improvements" in the model that we where not aware of. One such change was the addition of "Local Media Revenue." This was an change from OOTP 10 where it only had a National Media Revenue. In 10, we locked the Media Revenue at $25M per team. The purpose was to avoid having a situation where teams who are designated as huge markets, dont have an advantage over teams designated as tiny markets. Remember, the game does not accurately reflect the location of your team, as teams like Chicago and Toronto are designated small markets status while Sheltown and Port Orange is desiganted as a large market. Essentially, we dont want to have a NY Yankee team that can have a budget of $200,000,000 simply because they exist in the right city while others operate like the Royals, with no hope of retaining any of their best players.
Why is the media budget important, it is used, along with other sources of revenue to set your budget. A team with more revenue from last year, will have a higher budget. So if you have higher media revenue than everyone else, and everything else is equal (gate, merchandising, playoff) then you will have a higher budget for next year than every other team.
Current Problem:
When we upgraded to OOTP12, Trendon kept the media revenue at $25M. However, the game added additional revenue for "local media revenue." The bigger the market size the bigger the local media revenue. The game only displays the total Media Revenue on our budget screens (combination of local and national). Lets look at how this effects things.
Team - Media Revenue
NY - $72,166,666
Albany - $41,166,666
Team - Budget
NY - $202,830,000
Albany - $134,840,000
Albany is a playoff team like NY, but because NY is a bigger market it will get "rewarded." The game uses a multiple factor for increasing media revenue, meaning that the divide between NY and Albany will only incraese until Albany becomes the pirates of the NDL.
The adjustments:
What I have decided to do is adjust everyones Total media revenue at $40,000,000. I have also decided to adjust the budget by the amount ABOVE $40,000,000 by decreasing your budget. What this means is that most of you will have your budgets for this year decrease and 2 will see and increase. If I dont adjust the budgets, the game will never adjust for the "extra" incentive some teams got because OOTP12 almost always increases your budget on an annual basis. As a result, some of you will see your projected room decrease. Some of you will go into the red.
In order to even things out, I have decided that you will be able to "Drop" any free agent signing that you made this offseason. It does not apply to trades or extentions. You will only be able to drop a FA signing if you now find yourself in RED and you where not there before (sorry Seattle). The reason is that you should not have had the $ to sign said free agents in the first place. However, I am not going to force you to drop them. You may keep them if you like, just know that it may affect your budget for next year and it WILL affect your ability to scout for this year. It will be your choice. Those players that are dropped will go back in to the FA pool. Draft compensation will NOT be changed. That is part of the decision you will have to make.

As you can see Toronto and Sioux will be given increases. NY will have to make a tough decision as will Denver. Seattle was screwed from the beggining. And Steel City, Miami, and Texas will have to decide what they want to do. We will let the CPU figure things out for NY. Remeber, you where not suppose to have the money in the first place so keep that in mind as you get pissed off.
Rational:
I made the decision to go with $40,000,000 because it would keep most teams close to their respective budgets before the game made the adjustments. Remember, it was suppose to be $25M so everyone got massive increases as it is. I didnt make it $45,000,000 or $50,000,000 because there has to be a cutoff at some point and everyone is already complaining about the amount of cash available.
Effect:
The changes will deduct $223,000,000 from our collective budgets, hopefully bringing down the asking price of free agents in the future.

Murphy
Ando and Dickson are in the clear; I had that money. Jacobs is questionable. I had plenty of money since Parnaby was grabbed off the waiver wire, but did I have $14m? I don't know. I think I did. Murphy's 2m contract was definitely with money I should not have had.

I said you can keep them. Hold up. I don't have the game open, but let's not scare people. I spent right to my limit, actually have a payroll that will go UP next year, had $24 million deduction, actually spent more than I technically had, and I am in no way scared of next season. Also another proposal on top of the salary decrease, or instead of the salary decrease:
Allow anyone to release any guy they signed in FA with no penalty, other than not being able to sign that person back before the season starts.

Your budget is $155M, your revenue was $155M (after revenue sharing) from "last year."
Last years revenue included:
Gate = $63M
Playoff = $0
MEDIA = $64.6M
Merch = $32M
Total = $160.8M
Revenue Sharing = ($5M)
Your Media should have been $40M (technically $25M), meaning that your current budget should be closer to $130M (technically $115M)
For this year, you can profit if your Gate, Playoff, Merch increase (revenue sharing improves) and you spend less than what you make. Currently your expenditures are estimated at $155M (payroll, staff, scouting, draft, development). Meaning that you need to incrase those things by $25M to break even.

Thats not going to fix anything. We are still going to have massive inequalities in budgets and revenue that have nothing to do with our managerial expertice. there isnt a salary cap. there are always going to be bedget inequalities. the league was made that way on purpose

Yeah, we seem to be coming from all sorts of different directions. The biggest issue we corrected were budgets spiraling absolutely out of control and, in turn, free agents asking for 40 million soon. The initial budgets were set via the inaugural draft (teams that drafted talent got big budgets while teams that drafted potential got smaller budgets). Albany is one of the small-market teams, hasn't stopped them from winning twice while New York, New England, Port Orange, Miami, Texas, and Sheltown have one title combined. If you read the book I wrote, I specifically say you can release a guy you signed in FA without problems.
