If the 18 started picking way more than the 12 was wouldnt it defeat the whole purpose of splitting them up and the "top teams" could wait it out?

you could but there has to be no pressure for the 2nd list to make their pick until the first is over.

The top 12 are locked to the top 2 spots in each division right?
Obviously there's a strategy involved here, so letting the bottom 18 pick right now could diffuse that.
If I'm Richmond for instance, I'd love to know where Alabama is going before I went. So it's really about the opinion for Ryan and if he wants to kick it off.

lets say George knows he wants AL Red, Ry may know he doesn't and says to George he can pick it. Ry still on the clock and George is done.

Red is top 12, blue is bottom 18, so we could always do both same time and be good.
so say Bama decided to go NL R, it'd looked like this.

Note: I really fucked up the titles of the divisions but yolo.

So it does not matter what your geographical location is when you decided what division to be in?
