Agreed. Just remember one thing; the cop is not the judge. His job is to figure shit out, assess the situation, and citate or arrest at his judgment. Negotiating with him is pointless unlss you are a really hot girl or have some nice cards to show him with badges on it. Also, as WJ sorta pointed out, "concerns" means "revenue". The cop may think he is saving lives, but all he is told is to make money. They are salesmen, and I don't mean that in a bad way. Again its still going to be different officers and different kinds of people your dealing with so it wont work all the time. We have a female officer in our department who is notorious for writing a ticket for every violation she sees and makes no exceptions. She writes 10 or more a day. So if she stops you nothing I tell you will help.
1. Be polite (its refreshing for the officer when someone is polite to them).
2. Give an honest answer (I hate the BS stories that I get everytime).
3. Dont argue if you know you were wrong (if you dont think you were then I would never say just do that but if you know its legit dont argue just to argue).
4. Dont make it personnal (its not like the officer knows you and was waiting to catch you that day because they dont like you).
I cant say you will get out of every ticket but you have a better chance this way. Im not a big ticket writer so these things go along way with me. Some officers will write it anyway just because they want to look like they are doing thier job and they need to stay productive. Also you gotta realize sometimes we are working certain areas where the DOT or public have expressed concerns (usually for speeding) and so an officer will get sent there and told you will write tickets for anyone going over the speed limit in this area (usually a set speed limit like 10 mph over in an area like this will get you a ticket no matter what because the officer has too). Hope this helps.
And, if you ever want to see me go REALLY nuts, get me started on the DOT and NTSCB. Their corruption makes the enforcement branch of our governmental tree look like puppy dogs and ice cream/
Edit: Also, if you do have a card from a friend, it is useless unless his cell phone number is on the back. True story: I could have had a third DWI five years ago. I refued everything (as you should if you are drunk) and showed him my friend's card. Cop went back to the car and came back.
"Rich says you deserve an arrest and he will speak with you."
And he did speak with. The first words out of his mouth. "I asked the officer if you were playing ball and he said you were. If you weren't, I would have told him to bring you in."
